Is the TBD (Transportation Benefit District fee) in Seattle tax deductible? Where is it entered?

The Seattle Transportation Benefit District fee is deductible on the federal tax return.

The motor-vehicle excise tax you paid for transit projects may be itemized, and deducted from taxable income, when filing Form 1040. List the amounts on Schedule A, line 7, “Personal property taxes.”

Seattle monorail tax: The defunct Seattle Monorail Project’s car-tab tax of 1.4 percent, within Seattle city limits only, is deductible. The amount is shown as “Monorail” on the green vehicle-registration statement that comes with your license tabs.

Personal Property Tax is entered by using the steps below in TurboTax (online or desktop version):

  1. Sign into your account.
  2. In the upper right search for personal property taxes
  3. Jump to personal property taxes
  4. Continue to enter your personal property taxes.

Careful on this.  
The definition states personal property taxes are deductible if it is a state or local tax which is:
Charged on personal property,
Based only on the value of the personal property, and
Charged on a yearly basis (even if collected more or less than once per year).

The Seattle TBD fee is not based on the value of your vehicle. For 2017 it was a flat $80 per vehicle.
