The sales tax deduction is $1,356. I purchased a car & paid sales tax of $1,248. Seems sales tax deduction of 6.5% for all 2016 would be much more than the $108 shown.

Looks like you would have a standard deduction for sales tax in 2016 w/o a major purchase. I thought the sales tax paid on the major purchase would be an add on to the normal deduction?

No, you cant add the sales tax on to your standard deduction. You can take either itemized deductions or the standard deduction on your tax return. If taking the standard deduction gives you a higher deduction, then that is a better benefit for you on your tax return.
