Can a propane powered whole house generator be deducted? If not, can it be considered as an energy credit on my taxes? If so, howe is that figured out?

No, there is no federal energy credit for a propane powered generator. Several energy credit provisions expired in 2016.  The credit for solar electricity and solar water heating property continues through 2021, with reductions to the credit beginning in 2020.
