Was told that the government messed up on 2017 taxes and that checks are being sent out is that true and if so when do we expect to get those checks ?,

Who told you or where did you see this?  There has been no type of notice from the IRS concerning tax year 2017 errors.

Perhaps you are hearing about the error on the Schedule D tax worksheet for 2018 (not 2017) originally published by the IRS:

The IRS correction of their error on the Schedule D tax worksheet only results in a refund for those paid more than the correct amount of tax because of this error.  These refunds are automatic, no filing of an amended return claiming this refund is needed.
