In the 2018 tax year property tax deductions were limited to $10,000.  Given this, in many cases the standard deduction is more favorable than itemizing.  So many of your previously itemized items don't matter anymore.  Turbo Tax is just calculating the tax based on the standard deduction.

My state refund changes.  Not federal

Do you have other tax payment you made that are adding up to $10,000?  That would be state or local taxes you paid.  If those are reaching the $10,000 limit that could cause this behavior as well.

None, mortgage interest 29K, Car registration of 600.00, 650K mortgage balance, Student loan interest of 4K.  That is it.

Used Turbo tax on their tax return last year.  the Husband info migrated from 2017.  Got married 2018.  I did wife single taxpayer 2017 return.  Did not know how to migrate that so I inputted in manually. including 2018 W2.

Sorry I can't help.  Doesn't make sense to me either.  Probably have to contact Intuit.
