If TurboTax is asking you what type of HDHP coverage your spouse had on December 1st of the previous year, if your spouse had no HSA in the previous year, then you should answer "None" for your spouse.
This is because this question applies only to taxpayers who had an HSA in the previous year and made contributions to it - for all others, the right answer is None.
