Are RV and private car considered private properties? The sale tax that charged on RV and private car can be deducted from personal property tax?

No, for a recreational vehicle, you can deduct the personal property tax and the sales taxes in full.

For a private car, you can deduct the sales taxes and the tax related portion of registration fees in full

One of the above taxes is not deducted from the other.
