I rent from my landlord in California and my personal property was damaged due to tropical storm hilary which was declared a natural disaster. am i able to claim my personal belongings that i lost on my taxes?

You can follow the instructions in What if I have property that was lost or damaged (a casualty loss)? This will guide to add the correct form 4684 for your casualty loss resulting from a declared disaster. You will also want to refer to the links from @Anonymous_ to help you fill in the form.
