The question " If you had health insurance " was removed since the health insurance for Federal purposes is no longer mandatory for 2019.

Will this affect the amount of refund or money owed? I appear to owe a large amount this year and wondering why my withholdings were so low. Could it be related to this change not being reflected in the withholding table by the IRS?
1. You cannot be penalized for not having health insurance this year (this is what MayaD was referring to).
2. For 2018, the IRS updated the withholding tables to reflect the tax "cuts" in the Tax Cut and Jobs Act of 2017. This meant that for the same situation on your W-4, you would have less money withheld.
3. Of course, as it turns out, some taxpayers ended up owing more tax because of the Tax Cut and Jobs Act, so their refunds shrank dramatically or even disappeared.
4. However, since we in the Community cannot see your tax return nor the screen you are on, we cannot know for sure what happened with your return.
