According to the IRS, it is technically a disaster. See Special Issues for Employees | Internal Revenue Service & COVID-19-Related Tax Credits: Basic FAQs | Internal ... What they meant versus what they accept is a different story.

I agree that no seems like the actual answer depending on what you are trying to claim and do. I think this could turn into quite a few tax court cases.
