Deducting a vehicle kept by the organization

I donated a vehicle that I bought for an organization.  The purchase price of the vehicle was 11083 and I have the paperwork from the sale.  I also have a letter from the organization stating that I donated the vehicle.  The organization is keeping the vehicle and using it for the organizations charity work.  I cannot get Turbo Tax to recognize the donation.  After entering the information on the 1098, Turbo Tax asks the question "the charity made significant use of the vehicle before they sold it" which is not true because the organization is keeping the vehicle.  Why does Turbo Tax not recognize the situation where an organization keeps the vehicle for its use?

Yes. There is an issue with the contributions deduction and TurboTax is working to fix it.  We do not have an estimated date of correction, at this time.  I suggest you check back often to see if the correction has been made.

There is a problem with the Contributions section of the Itemized deductions and also the above the line $300.00 deduction.  Because of the many changes due to the CARES Act, IRS is still developing the forms and publications on this issue.  Last update was January 13th where everything is still in draft.  Once IRS finalizes the forms, we will be able to update TurboTax to accurately reflect your Contributions deduction.

Here are some of the changes due to the CARES ACT

The new legislation allows tax deductions on two types of charitable gifts. First, it allows up to $300 given to a qualified charity to be claimed as an above-the-line deduction. After the Tax Cuts and Jobs Act, which went into effect in 2018, increased the standard deduction, many taxpayers had less incentive to donate to charities. Instead, they took the standard deduction and stopped itemizing.

For taxpayers who will itemize deductions, the CARES Act effectively suspends the limit on deductions for cash contributions to public charities for 2020.  “That allows individuals to completely wipe out their AGI, and their tax liability, with a charitable contribution.

This doesn't completely answer my question.  When Turbo Tax asks me if I have a 1098-C or a written statement certifying the donation of the car, I fill out the information indicating that the charity is using the vehicle by checking box 5a and also 5c and indicating that the vehicle is being used by the charity.  It then states "Your Entered Value is Different" because there is no sales price to put in box 4b because the charity did not sell the vehicle.  Under the choices for this section, it includes "the charity made significant use of the vehicle before they sold it", "the charity made a material improvemetn to the vehicle before they sold it" "the charity gave or sold the vehicle at a reduced price to a needy individual" and "none of the above".  Because the charity is keeping and using the vehicle and has not sold the vehicle, if I select "none of the above" I then get no credit for the donation.  This does not seem correct.

This is correct. There is a workaround of  workaround of putting it in 'other personal property' and it gave me a value.
