Last year a neighbors house burned down and they lost everything. I offered to complete the design and construction drawing set for them for free to help them out. The design and drawing set are valued between $15,000-20,000. I am self-employed and this is what I do for work regularly. Can I write this off?

No, labor can’t be written off.
A drawing set was produced for permitting and construction purposes, so wouldn't that be considered a product supplied and not just labor? If I have a contract stating that I would produce this product for X dollars, that would be the value of the product and at the price I normally offer that product for.
