We have two children, one born in 2017 and one born in 2019.
The child born in 2017 shows they qualify for child tax credit.
The child born in late 2019 shows they qualify for credit or other dependents.
The youngest meets the 7 criteria. Under 17, our biological child, has not provided support for themselves, is a dependent, is a US citizen an has a SSN, has lived with more than half the year (born in 2019 so considered to live with us the whole year based on the IRS documentation), and out joint income is under $400,000.
I double checked all the personal information input and have not seen anything that sticks out as incorrect.

I found the solution.
I read all tips/instructions while entering the child's information again and discovered that while inputting the duration the child had lived with us I had put the actual months instead of inputting "whole year" because the child was born at the latter part of the year it wasn't recognized as 6+ months.
Try deleting the dependent and then re-enter. This may clear up the problem.
