If I claim my child does can the non custodial parent claim the child as a qualifying child for Indiana earned income credit purposes?

No, the non custodial parent will not qualify.  In order to claim Indiana Earned Income Credit, the taxpayer must be able to qualify for Federal Earned Income Credit.  Since a noncustodial parent cannot received Earned Income Credit for a child not living with them, they cannot qualify for Indiana's Earned Income credit either.  This biref link describes this:  Indiana's earned income credit
