Covid-19 has never been declared a federal designated natural disaster.
Go to this website - https://www.fema.gov/disasters/disaster-declarations
Go to the same site and look up current disasters and Covid is listed

On March 13, 2020, President Trump declared a nationwide emergency pursuant to Sec. 501(b) of Stafford Act to avoid governors needing to request individual emergency declarations.
A national emergency is not a declared natural disaster. A natural disaster is caused by wind, water, fire, snow, hurricanes, tornadoes, earthquakes, volcanic eruptions, etc. Not by a disease.
