Q. They donated $300 to Arizona School Tax Credit, and were told that they would get it back in their tax, is it true?
A. Yes, it's true for many people, in AZ, but not for your parents. AZ has a dollar for dollar state tax credit, for qualified charitable donations, up to certain amounts (more than $300). But, it is a non-refundable credit. So, because they have no state tax liability to take the credit against, they ill not "get it back".
