My efile was rejected with code Reject Code F5695-096

My efile was rejected by the irs today with reject code F5695-096 but am finding very little information on this. I got this message

 

Description of error:
If Form 5695, [ 'CostAmt' in 'MostExpnsElecGasHtPumpGrp' from 'HtPumpWtrHeaterBmssStoveBlrGrp' from 'EgyEffcntHmImprvCrGrp' ] has a non-zero value, then [ 'QMID' in 'MostExpnsElecGasHtPumpGrp' from 'HtPumpWtrHeaterBmssStoveBlrGrp' from 'EgyEffcntHmImprvCrGrp' ] must be present unless a binary attachment or [GeneralDependencySmall] with description beginning with "Substantiate QMID" is present in the return.
What needs to be done:
This return cannot be filed at this time due to a processing error that will be corrected on February 13, 2026. On or after this date please log back into the product and get the latest updates (TurboTax Online does this automatically). Then revisit the Federal return, run through review and re-transmit the return. If the reject continues, you may want to file this return via U.S. Mail: print and mail it to the appropriate taxing authority.
 
Is this an IRS issue or turbo tax issue? Will there be any negative impact of having a reject?

I am getting the same error code, would love some information whether this is TurboTax, or the IRS

So it looks like this was a big issue last year with this form also. this is not an IRS problem, but a bug with TT. 
Based on previous threads it looks like the fixed date just kept getting pushed back last year. 
I ended up filing with the green box competitor and even got a larger refund.

Mine was just rejected.  Says the error in their system will be corrected by March 6, 2026 (I'm not holding my breath).  Says to wait until them to try again and resubmit.  Sounds like they've continued to push off the fix.

This apparently is not the fault of TurboTax, rather the IRS' system. 

IRS has a spreadsheet of "Known Issues and Solutions" for TY2025. 

This has two entries for Form 5695 as of Dec 1, 2025, both still open as of this post date (Apr 11, 2026). One entry for "Business Rules" notes, "Submission are being rejected by Business Rule X0000-005 with Form 5695 attached when a QMID contains letters I and/or O." and the other for "Schema" notes, "IRS5695 schema does not allow QMID fields to contain letters I and/or O."

The present solution offered by IRS:

"Taxpayers filing Form 5695 for Tax Year 2025, with a QMID containing letters I and/or O, should leave those QMID fields blank on the Form 5695 and attach to the return a binary attachment or [GeneralDependencySmall] with the description beginning with "Substantiate QMID". Provide the following in the statement: 1.) QMID provided by the qualified manufacturer. 2.) Cost associated. 3.) The line reference and small description for each item of specified property placed into service in 2025. This will allow for the IRS to accept such returns electronically. 
Please be aware that this may result in delays in processing the return, which can delay the refund."


Without further information I can only speculate this is among what Elon Musk's DOGE Team reported last year, that IRS is using an antiquated system.

This glitch has held up our refund along with refunds due an unknown number of Taxpayers. It is costing all of us real money.
