We paid tax on income in the state of NE in 2023. The state of Montana has a section "Credit for Income Tax Paid to Another State......" Line 4 says "Enter your total income tax liability paid to the other state..." The actual amount was entered and the credit allowed for MT is calculated and entered on line 3 under nonrefundable credits. The numbers all make sense from a logical point of view. The problem is when the REVIEW operation is done an error message is received saying, that number has to be 0 or less than 0 and will not allow me to file electronically.

It does all make sense. A few things to try to help that may allow e-file.
In this situation, first please try clearing the cookies and cache. It handles many issues that seem nonsensical on a regular basis.
Watch to be sure you are selecting 'all time' as example. Do not use selections like 'last hour' for those browsers that give you options.
Once this is complete open your return and view the NE return to check the income and total tax (not refund or balance due). Next go through the MT return again to make sure the correct information is in place. Next try to e-file again to see if this will process.
If not, you can change to paper file and print the MT and NE return and send them by mail. Be sure to include the NE return copy with your MT tax return. TurboTax will provide the addresses for both if necessary.
Tried the suggested fix but still will not accept e-file of state return. Has to be program glitch, it worked last year. Have printed paper copy to file by mail. This presents 2 problems 1) I will need refund of $25 fee that was for the state e-file; 2) More importantly there is a scheduled withdrawal from my bank account that needs to be canceled since will now need to send a check. Please advise!
You will need to contact customer service to process any refunds. Contact TurboTax. If the return was not transmitted, your payment information was probably not sent, but you can check that when you are inquiring about your e-file fee. Phone number
