Medical travel expense

It appears to me that in general expenses incurred by a guardian or conservator are not deductible. Instead, they are normally reimbursed by the "estate" (or income of the person who is the ward).

In the past, a few expenses may have been deductible:
(1) legal expenses incurred for the production of income of the estate or ward, or
(2) medically necessary so as to be deductible under Medical Expenses on Schedule A.

As for the production of income, the recent tax law change removed that as a deduction from Schedule A.

As for medical travel expenses, that would be valid for a parent traveling with a child for necessary treatment (so that the child is not alone), but since most administration can be handled by telephone or email, it might be difficult to justify why a personal visit for administration was medically necessary.
