TT inserts an amount into schedule A which greatly exceeds my actual out of pocket expense but there is no way to correct it
where does TT get this

Turbo Tax will automatically transfer insurance premiums that were entered in other places. The most common is medicare part b premiums entered from form SSA-1099.
