Is smog check tax deductible for federal or CA state tax? If so, where should I add in Turbo tax?

If you are talking about the vehicle emissions testing, no this is not tax deductible as a personal expense. 

 If this is a business use vehicle, then yes, you would be able to deduct it as a vehicle expense if you choose to take the actual expenses versus the standard mileage deduction.
