Is it okay if I am a resident of a foreign country, but in my order payment (billing address) is the address where I lived while I was working in the US?

Will the address owners get any letters or will everything be electronic?

Nothing is sent back from the IRS electronically. You will need to use your current address to receive any correspondence from the IRS. If you use the old address, then yes, the current residents would get your letters and things from the IRS.
