I paid 2nd installment of 2017/2018 property taxes with a check dated 12/30/17. Can I claim this on 2017 tax return since this may not have been received until Jan 2018?

If you send your check before 12/31/2017, you can claim it on your 2017 tax return, even if the check is only cashed in January 2018.
