If we have solar panels installed, inspected & operational in 2018 but the power company agreement is not in place, can we take the energy credit for the panels in 2018?
If the installation has been completed, you can claim the credit on your 2018 tax return.

What if the system is operational but the last installment is not paid until 2019?

You cannot claim costs on your 2018 tax return that are not paid in 2018 or earlier.
