The certificate of completion doesn't affect the credit. The credit is only affected by when the project was actually completed. So if it was all done in 2022, then you would claim the credit in 2022.

Assuming that the installation was completed in 2022, you can claim the credit on your 2022 taxes.
According to Costs in the Instructions for Form 5695:
For purposes of both credits, costs are treated as being paid when the original installation of the item is completed, or, in the case of costs connected with the reconstruction of your home, when your original use of the reconstructed home begins.
I guess I should’ve said that the counties certificate of completion wasn’t issued until March 2023
