Sorry, no.    Eligibility for the refundable additional child tax credit is based on having income from working.  The one and ONLY tax year for which you could get that refundable credit if you did not work was 2021.  The tax law changed after that, and now if you did not earn income from working you are not able to get refundable child-related credits.
