If I don't deduct property tax on my income tax return will it affect my return?

Payment of this tax is optional because it is part of the total and is not required. I am retired on fixed income
 come. Can I still file a standard return?

No.  You don't have to enter it on your return.  You can take the Standard Deduction and not itemize.  

For 2021 the standard deduction amounts are:

Single 12,550 + 1,700 for 65 and over or blind (14,250)

HOH 18,800 + 1,700 for 65 and over or blind

Joint 25,100 + 1,350 for each 65 and over or blind

Married filing Separate 12,550 + 1,350 for 65 and over or blind

the tax laws allow a taxpayer to choose between itemizing and using the standard deduction.   however, some states like Illinois give a tax credit (or deduction)  for real estate taxes paid on your principal residence that you own.
