For tax purposes, no, you can't say you had health insurance all year if you did not sign up for COBRA. If you buy or have health insurance, your health insurance carrier is required to send you one of three health insurance forms:
Form 1095-AHealth Insurance Marketplace Statement from the Marketplace
Form 1095-B, Health Coverage form from the provider
Form 1095-C, Employer-Provided Health Insurance Offer and Coverage Insurance, from your employer reflecting coverage your employer offered, even if you chose not to take that coverage
