I paid my property taxes for 2016 in January of 2017, can I still deduct them on my 2016 taxes?

No you cannot deduct them if you did not pay them until 2017. You will be able to deduct them next year on your 2017 tax return. It does not matter what year they were"for" --what matters is what year you actually paid the tax.
