Franchise Fees are considered to be Capital Expenditures which are amortizable over 15 year life  (180 months) beginning the later of

  •  the month the franchise was acquired. OR
  • The month the trade or business activity begins operations.

You indicated,  however you paid $25,000 in 2015?  So did you capitalize this cost, and have not started amortizing it yet?  When did the business get started?  What ever month (and year) the business started operations, that would be your first month to deduct amortization of franchise fees.  25,000/180 =$139.00  per month starting in first month operations began.
