I paid 2016 property taxes in Aug 2016 for summer tax and in Jan 2017 for winter tax. should I file only summer tax I paid within 2016?

You should only enter property tax paid in 2016 on your 2016 tax return. The money you paid in january 2017 will go on next year's 2017 return.
