I made less than the expense for my freelance job last year. 8829 form was not included last year by Turbotax. Can I claim the last year's business expense this year?

No, in order to claim last years expenses you would need to Amend Your Return for 2017.  Expenses can only be entered on the return for the year they were incurred.
