Yes if you were covered by cobra insurance that qualifies as coverage for the Affordable Care Act.

I'm not sure if I technically had it. I had the option for it, but hadn't paid for it. They told me that I wouldn't pay anything for it unless I had a medical expense, and then I would back pay per month. Does this count as having insurance even if I didnt make a payment for Cobra?
