I live overseas and have no property or connections with Colorado but continued to paid Colorado state tax. how do i get a refund from all the taxes I paid to the CO

you would have to file amended returns - nonresident showing no Co source income. you can only get refunds for 2020-2023. most likely the amended return for 2020 must be filed by 4/15/2024. it's hard to understand what income you reported for CO purposes since you weren't a resident and had no income-producing property there.
