I have the father of my child on child support but he has never paid anything, hes been on child support for almost a year. Can i get a tax return from him not paying child support?

No, you do not get anything on your tax return because your child's father did not pay,   If he received a 1st stimulus check it could have been seized for back child support----but only if the IRS has been notified by the agency that enforces child support orders that he is delinquent.  You need to contact the local agency that handles child support orders for help.   They can arrange for his future income tax refunds to be seized to pay his back child support.
