I have obtained my 4-year degree in a foreign country which is not listed as an eligible institution. How should I respond if I earned 4-years of college credit?

What are you trying to do? If you have a four year degree---then you say yes -- that you have a four year degree---whether it was earned in the U.S. or another country.
