I have foreign interest income and accrued foreign tax. Entered both in 1099 INT section . I went through interview for foreign tax credit but credit is zero. ??

Is line 16 of form 1040 greater than zero?  If it is then bring up form 1116. Are there entries on lines 14, 19, 20,21,23,24, 33 and 35?
