I had personal property and rental property loss due to Hurricane Harvey. How do I claim the losses? Had no flood insurance.

Property damage and losses due to hurricane events are entered as casualty losses.  There is special consideration for federally declared natural disasters and areas with Congressionally granted relief, so I am including that information below, as well as the second link which includes steps for how to enter the loss information:

How can I prove what I lost?

The IRS recognizes how difficult that can be. They have an extensive list of suggestions for how to establish what you lost.
