I had my tax return rejected from federal because form 8839 is requiring a child birth year even though the adoption is not final?

Has the child been born? Has the child been identified? If you have a birthdate, then enter it on Form 8839.

 

Qualified adoption expenses can't be claimed for the adoption credit until the year the adoption becomes final (or the effort fails).

domestic adoption is the adoption of a U.S. child (an eligible child who is a citizen or resident of the U.S. or its possessions before the adoption begins). Qualified adoption expenses paid before the year the adoption becomes final are permitted as a credit for the tax year following the year of payment (even if the adoption isn't finalized and even if an eligible child was never identified).
