I am a Department of Defense civilian employee working for the Air Force in Germany. Can I file me taxes in my state of record or as foreign earned income?

Since you are a US government employee you cannot use the Foreign Earned Income and Exclusion Form 2555.

You file your federal and state tax returns as you normally would.
