Dependent child

My sons live with me all year.  During our divorce (6 years ago), my ex and I agreed to share claiming them on our taxes.  Our sons reside with me 90% of the year.  My family attorney says I have a right to claim them since the state had no right to rule on a federal tax issue.  What can I do to claim my sons every year if my ex will not agree to a new contract?

https://www.irs.gov/pub/irs-pdf/f8332.pdf  As 'Custodial Parent', you normally have full rights unless you sign them away. See IRS Form 8332 (at link) with instructions. Mail when you file to revoke her right to claim in future years.
