How do I determine the fair market value of property donated to county commison for right of way?

I have form 8283 but it doesn't have a value for the donated property.

Without an appraisal from a licensed real estate appraiser, it will be difficult to place a value on your donation. Moreover, if you expect the value of your donation is over $5,000, the IRS will not accept your deduction without the appraisal.
