I amended (in Feb 2023) my 2022 taxes to include solar credit. I haven't filed the 2022 amendment yet. Can I proceed with my 2023 taxes which includes the energy credit carryover from the amended 2022 return before the 2022 amendment has been received and completed by IRS?

I would wait until you after your amendment is filed and processed.  If you file a return with a carryover that doesn't exist, the processing of that return could be markedly delayed.   Plus, the 5695 form is being updated in TurboTax again, so you may as well take care of 2022 first.
