Thought I entered all relevant information to receive home energy credit for heat pump. Could not find place to enter replacement of electrical panel. Summary indicated no credit available. What gives?

The key is the required code for each manufacturer. The electrical panel does require the necessary code.
It would be best to double check with the manufacturer to be sure you have the correct code. Also, check to see if they did register with the IRS here. Qualified Manufacturer

I know about the QMID code. Seems like most manufacturers of electrical panels do not have one yet. The problem I encountered was not receiving the credit for the heat pump I had installed even though I had that QMID code until I went to the enabling page and used the same manufacturer code and then things finally showed up.
To enter the replacement of your electrical panel:
Take a look at your form 5695. Line 25 to see enabling property is checked, your heat pump is checked, and the cost you entered for the subpanel work.
I have done all that. However IRS requires a QMID code, part of line 25. I cannot find any QMID code for any electrical panels. Also the installers don't know about QMID codes. Even for the Mitsubishi Mini split that I did find the code for.

The panel was made by Eaton/ Cutler Hammer. I have had direct contact with Eaton and the comment is they are working on it. Note also that if you try for a QMID for other panel manufactures like GE, Siemens, Square D. They all dropped the ball. The real problem with TurboTax, outside of the enabling section was that I had to run through the IRS form and manually input things in a number of places, some of which were a kluge, in order to even get the heat pump (which had a QMID) to provide a credit.
The panel is a Siemens 200 Amp with 40 slots. I just found this list of QMID codes. https://rebate.blue/qmid
