Describe what section you are talking about.
In some paces it's "Foreign or US Possession", in other places you can pick Guam

In the personal info, scroll to the bottom of the states list and select "Foreign or US Possession" and then press on.

When you get to where it asks for your mailing address you'll have a pull down menu for "Country", and Guam is in that list.
