Why is TT taking so long to issue the Form 8911? It's been pushed back again (3 times) to maybe 02/28/2024? WTH? The IRS current copy on it's website is 01/2024. Why can't we efile and then if I get the credit - file an amended return?

I've been advised that, although the form is generally ready, some calculations that are new for 2023 are still being worked on, and that the tentative day of release for Form 8911 is now February 28, 2024. You might try again then or the day after, and make sure you are running the latest version of the software.
You could also choose to file without the credit, wait for the return to be processed (payment credited or refund received), and then file an amended return; however, amended returns generally take longer to process. To update your program:
If you're on a PC using TurboTax Online, open TurboTax and select Check for Updates from the Online menu near the top. On a Mac, quit and reopen TurboTax. If there are any updates, you'll be prompted to download them.

Logging out of TurboTax and back in, changing browsers, or clearing your cache and cookies often helps.
The IRS recently clarified changes to Form 8911 Alternative Fuel Vehicle Refueling Property Credit. TurboTax is planning to make updates around this by February 29, 2024.
