Form 5695 New Heat Pump Water Heater Credit

Previous posts states TurboTax doesn't allow you to take this IRS credit when trying to estimate your 2023 tax bill until the IRS completes the form on or about 1/10/2024. However, I have another tax preparation software that has the form with the specific line for the costs of a heat pump water heater credit and allows an estimate of taxes, though they also state the form is not final yet. Unclear why TurboTax can't provide a current estimate as the IRS form is completed an available on their website and appears to be the same form in TurboTax 2023?

The IRS has not yet updated their instructions for the Form 5695 for tax year 2023, the instructions are still for tax year 2022 - https://www.irs.gov/pub/irs-pdf/i5695.pdf

TurboTax is scheduled to have the Form 5695 available for filing on 01/10/2024.
