Foreign tax withheld 1099-div not changing tax due

No matter what I enter in box 6 of 1099-DIV it does not change the total federal tax due. Is this normal?

OK, to see the effect of foreign tax withheld I had to go to Deductions & Credits and enter Foreign Taxes. That section will pick up the Box 6 of 1099-DIV and apply it as deduction to the  total federal tax due.
