That info is optional and not needed. If you can't edit it, then delete the 1099-div. Bring up a new blank 1099-div. Indicate you will fill it in yourself, insert the name of the payer and fill in the rest of the info in USD and leave blank the area for additional payer info.

I see my post was incomplete in that I did not mention the underlying problem. The TurboTax review process requires those blanks to be filled in.
My eventual work around was to enter state and zip info that are not part of my address.
So it looked like:
123 Main St
Japan
California
12345
That made the software happy and I was able to file. Here's hoping it does not make the IRS unhappy.
