I had the same issue yesterday. I went through all the steps listed. I then spent almost 2 hours on the phone with TurboTax support. They still couldn’t get it to clear the foreign assets, or foreign accounts pop up. They finally said that they would send me a code to get it to go through for free. That didn’t work. Ended up charging my card $147 for a simple non-itemized filing. The representative from TurboTax then sent an email to get a refund, I applied for the refund, and got a notification that my refund was declined.
I have used TurboTax for many years, but I am definitely done with it now. Would not recommend to anybody.
This is what worked for me.
When i tried to delete the form, i don't see any form 8938 in my list, so i deleted Schedule B form, which in-turn deleted 1099-INT and 1099-DIV forms. After that it asked me that foreign assets question again and this time it saved my answer and i was able to move forward.
